Gas Welding and Cutting Equipment Fails Quietly
Oxy-fuel sets run oxygen and a flammable gas at pressure through components that wear out of sight. A perished hose, a creeping regulator or a flashback arrestor past its replacement date will usually work right up until the moment it causes a fire, a burn-back or an explosion.
Under PUWER, work equipment must be maintained in efficient working order and inspected where deterioration could create a danger. BCGA Code of Practice 7 (Revision 9: 2024) is the recognised way of meeting that duty for portable and mobile cylinder gas equipment: operator checks before use, plus maintenance and examination at least annually by a competent person.
WH Scott carries out that annual inspection on site — in workshops, fabrication shops, shipyards, training centres and on construction projects — alongside your other statutory inspection work, so one visit clears several disciplines.

What We Inspect and Test
We examine the complete gas set — portable and mobile cylinder supply used for welding, cutting, heating, straightening and descaling:
- Pressure regulators — leak testing at working pressure, gauge zero and rise, and a creep test to confirm the seat is holding
- Flashback arrestors and non-return valves — flow restriction, reverse-flow operation and, where fitted, cut-off valve function in the tripped condition
- Hoses, hose assemblies and connections — condition, tight-radius bend test for hidden reinforcement damage, and correct, undamaged fittings
- Blowpipes, cutting torches, mixers and nozzles — valve function and blanked-exit leak testing for internal faults
- Assembly and set-up — correct build-up of the set, missing or incorrectly fitted safety devices, and cylinder handling arrangements
Age-related items are checked against their date marking as well as their condition: regulators and flashback arrestors are normally withdrawn five years from manufacture, or sooner if the manufacturer specifies. Anything that fails is identified before we leave site and recorded with a clear repair-or-replace recommendation, so unsafe equipment can be taken out of use the same day.
How the Inspection Works
- Scope and schedule — we confirm what sets you hold and where, then align the visit with your other inspection dates to minimise downtime.
- On-site inspection — a competent engineer surveyor works through each set: visual examination, leak and function testing, and safety device checks.
- Findings on the day — defects are flagged before we leave, with practical advice on repair, replacement or immediate withdrawal.
- Reporting and certification — digital reports and certificates issued, typically within 48 hours, and held online for audit, insurer and client review.
Compliance in the UK and Ireland
In Great Britain, the Provision and Use of Work Equipment Regulations 1998 require work equipment to be maintained in efficient working order and inspected where it is exposed to conditions causing deterioration; the equivalent duties in Northern Ireland sit under PUWER (Northern Ireland) 1999. BCGA CP7 is the accepted means of meeting them for oxy-fuel equipment, supported by BS EN ISO 2503 for cylinder regulators, BS EN ISO 5175-1 and -2 for flashback arrestors (which superseded BS EN 730), and BS EN ISO 3821 for hoses. Our engineers hold the practical experience and theoretical knowledge of gas equipment that CP7 requires, and the visit can be combined with PUWER inspection of your wider work equipment.
In Ireland, the same obligations fall under the Safety, Health and Welfare at Work (General Application) Regulations 2007 — Regulation 30 (inspection of work equipment) and Regulation 31 (maintenance) — enforced by the Health and Safety Authority, with the corresponding I.S.
