Lifting and Compliance Across Property Portfolios
Commercial offices, residential blocks, retail centres and mixed-use estates all depend on lifting equipment that goes unnoticed until it fails an inspection: passenger and goods lifts, plant room jibs and gantries, davits and cradle systems, roof anchors and lifelines, and the slings and shackles kept in the maintenance store.
For asset and facilities managers the difficulty is rarely the equipment itself. It is proving that every item across a mixed portfolio is in date, certified and traceable. WH Scott Group designs and installs the lifting equipment, services the lifts and carries out the statutory examinations behind them, so one supplier covers the whole picture across UK and Irish sites.

Common Lifting Challenges in Managed Buildings
Plant rooms, lift motor rooms and rooftops are tight, awkward and often only reachable through occupied space. Replacing an AHU fan, a chiller compressor or a lift motor usually calls for a bespoke arrangement – a wall or pillar mounted jib crane, a portable A-frame gantry, or a purpose-designed lifting beam – rather than anything off the shelf.
Two further pressures are constant. Work has to happen without disrupting tenants or trading hours, and compliance has to hold across buildings fitted out at different times by different contractors. Equipment inherited at acquisition is a common gap, as are roof anchors and lifelines installed years ago with no inspection history.

- Lift services. Through Re-Ropes, traction and governor rope supply and installation, lift belts, compensating and travelling cables, sheave and gearbox refurbishment, and lift shaft beam load testing.
- Statutory inspection. LOLER and PUWER thorough examination, load testing and digital reporting, with a single asset register that works across a portfolio rather than building by building.
- Height safety. Vertical and horizontal lifeline systems, roof anchors and fall protection equipment, designed, installed and recertified by an approved 3M and Protecta installer.
Work is carried out by our own engineers from depots in Dublin, Belfast, Cork, London, Bristol, Southampton and elsewhere, so multi-site portfolios sit under one contract and one set of records.

LOLER, PUWER and Irish Compliance Duties
In Great Britain, lifting equipment used at work is governed by LOLER 1998 and PUWER 1998. If you own or manage a lift used at work, you are the duty holder. Equipment that lifts people, such as passenger and platform lifts, and all lifting accessories must be thoroughly examined at least every six months; other lifting equipment at least every 12 months, or in line with a written scheme of examination. Rooftop and lift shaft work also engages the Work at Height Regulations 2005, and work on lifts should follow BS 7255:2023.
In the Republic of Ireland the equivalent duties sit in the Safety, Health and Welfare at Work (General Application) Regulations 2007, S.I. No. 299 of 2007. Schedule 1 sets a six-month periodic examination for hoists and lifts, suspended access equipment, MEWPs and lifting accessories, and 12 months for cranes and for items provided to support lifting equipment. Regulation 53 covers the competent person’s report and Regulation 54 requires records to be kept for five years. Work at height is dealt with in Part 4 of the same Regulations.
